Whenu toru

The things that governments choose to do are influenced by a wide range of, including diverse perspectives within society, competing values, history of what has been done before, and research evidence.

Whenu toru seeks to understand influences on tobacco control policy and action, in order to identify opportunities for further action and support the use of research across Whakahā o Te Pā Harakeke.

Three related studies make up whenu toru:

  • understanding perspectives and values about the tobacco system;
  • Q methodology study;
  • and using system diagrams to understand interactions in the tobacco system.
